The Los Angeles County Employees Retirement Association (LACERA) administers and manages the $75+ billion retirement fund for the County of Los Angeles. We provide retirement, disability, and death benefits to eligible County Employees and their Beneficiaries, and collect, deposit, invest, and manage retirement funds collected from the County, Outside Districts, and County Employees. LACERA is one of the largest county retirement associations in the United States with over 184,000 Members. LACERA is located in Gateway Plaza at 300 North Lake Avenue in the beautiful City of Pasadena. The building is easily accessible from the Foothill Freeway (210) and the Metro Gold Line Lake Station. ABOUT THE POSITION

In this key leadership role, the Division Manager, LACERA oversees one of four major divisions within LACERA responsible for either administrative operations (Administrative Services) or the administration of retirement benefits (Benefits, Disability Retirement Services, and Member Services), all of which have a direct and substantial impact on the organization's ability to accomplish its Mission.

The positions are expected to effectively manage division operations in accordance with laws, ordinances, and regulations which govern LACERA; foster a positive, inspired, diverse, equitable and inclusive work culture; develop capable, internal and external customer-experience focused, technically skilled, motivated, empowered, and properly directed teams; and nurture collaborative partnerships with peers, the executive office, and other stakeholders to ensure the division under their purview is well-aligned strategically and operationally with business goals.

This role is highly visible and is expected to develop and implement innovative, comprehensive and successful business strategies and programs; provide accurate statistical and metrics-based reporting; and communicate and present information on a variety of retirement and administrative issues clearly and effectively within the organization and through regular formal presentations to Board trustees.

Vacancy Information: The current vacancies are in the Administrative Services, Benefits, and Member Services divisions; however, the resulting eligible register for this examination can be used to fill other vacancies in LACERA, as they occur.

  • The Administrative Services Division consists of 42 budgeted positions and is responsible for collaborating with, supporting, and providing exceptional service to all LACERA divisions and business users in the fulfilment of LACERA’s Mission. Services include: budget development, administration and control; contracting; purchasing and procurement services; inventory management and control; business continuity planning; risk management; health and safety; records and document management; mail services; and other administrative services and support as may be required.
  • The Benefits Division consists of 79 budgeted positions in four sections: Core Benefits Services, Special Benefits Services, Account Integrity Services, and the Process Management Group. Collectively these teams, under the oversight and direction of the Division Manager, are responsible for processing member account transactions including routine account maintenance, requests to purchase service, provide estimates, special retirement counseling, manage the benefit payroll process, oversee collection efforts in cases of overpayment of benefit or under collection of contributions, process death claims, identification and investigation of fraud, and the continual evaluation, innovation and process improvement for Benefits and other Member Operations Group divisions.
  • The Member Services Division consists of 79 budgeted positions in three sections: the Contact Center (including a mid-sized Call Center, and dedicated Correspondence unit), Quality Control/Member Care Unit, and Outreach section. Collectively, under the oversight of the Division Manager these sections connect with our membership to provide a superior customer service experience, education and counseling services to members, beneficiaries, and survivors regarding LACERA retirement benefits and processes. These services are delivered across multiple channels ranging from a full-service call center, to email and written correspondence, to virtual and one on one counseling services.

MINIMUM REQUIREMENTS

Option 1:

Four (4) years of responsible experience in managing administration of retirement benefits of a multi-tier retirement benefits system at the level of Section Head, LACERA* or higher.

Option 2:

Four (4) years of responsible experience managing a central administrative section** responsible for making recommendations for the solution of problems of organization, program, procedure, budget or personnel at a governmental agency the level of Administrative Services Officer, LACERA*** or higher.

Option 3:

Four (4) years of experience managing a branch or large operation engaged in administering a comprehensive retirement, insurance or other employee benefits system or program.

For all options, a Bachelor's degree from an accredited college or university may be substituted for two years of the required experience.

Special Requirement Information:

*At the level of Section Head, LACERA is defined as directly supervising the work of a large group performing complex work or directing the work of a section, through subordinate supervisors.

**Central administrative section is defined as a major business unit within a central administrative division comprised of multiple sub-units providing specialized professional administrative services in such areas as budget, contracts, facilities management, risk management, procurement, and/or other closely related administrative functional areas which significantly impacts the company’s overall operations and ability to accomplish its mission.

***At the level of Administrative Services Officer, LACERA is defined as supervising a section, through subordinate supervisors, multiple administrative functions in a central administrative division.

DESIRABLE QUALIFICATIONS

  • Bachelor’s Degree or higher in Business, Human Resources, Public Administration, or other business-related field.
  • Demonstrated experience in participating in the strategic planning process, including collaborating with executives and managers to develop and implement long-range, strategic goals for the organization.
  • Demonstrated experience making formal public presentations such as to a governing board or leadership team on business related topics such as budget, strategic plans and initiatives, policy changes, recommendations, programs and/or metrics and statistical reporting.
  • Demonstrated experience in formulating, maintaining, implementing, and enforcing employee compliance with policies and procedures.
  • Demonstrated experience managing a divisional or departmental budget, including forecasting business needs, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.
