DEPUTY EXECUTIVE DIRECTOR

Tulare County Employee Retirement Association


County of Tulare is seeking qualified applicants for the position of Deputy Executive Director (Assistant Retirement Director) for the Tulare County Employees’ Retirement Association (TCERA). This position is a key role within the executive management team and provides administrative and operational support to the Retirement Director.

The Deputy Executive Director assists in the planning, organization, direction, and coordination of all activities and functions of TCERA. This includes oversight of programs, staff, and daily operations to ensure compliance with applicable laws, policies, and regulations governing public retirement systems.

This classification is in the non-competitive service of the County and, as such, is appointed by and serves at the will of the Retirement Director and Retirement Board. Typical Duties


Assist in planning, organizing, directing, and coordinating functions of the Retirement Office. Act for the Retirement Administrator in his/her absence. Serve as staff to the Retirement Board. Assist the Retirement Administrator in developing and interpreting policies nd procedures related to the Tulare County Employees' Retirement Association. Provide information to County departments and other agencies on Retirement activities and policies. Assist the Retirement Administrator in representing the County on matters concerning retirement and in implementing Board of Retirement policy. Direct the work in the maintenance of records and accounts for all active and retired members of the system. Assist in oversight of accounting functions related to TCERA's investment managers, investment returns, annual audit, monthly and financial reports and cash flow needs. Assist in coordinating the administration of the retirement disability program. Monitor and evaluate data computer programs in use by the retirement office. Coordinate and direct the implementation of new technology and computer programs. Analyze new legislation and actuarial studies to determine both the financial and administrative impacts on the Retirement system. Assist in the preparation of the Retirement budget and direct the preparation of reports on the revenues and expenditures in the system. Assist the Retirement Administrator in the process of analysis and selection of investment managers. Assist in the negotiation and administration of contracts for services. Direct and participate in the hiring, training, evaluating, and disciplining of employees. Review the work of staff to ensure compliance with fiscal and legal requirements.

Minimum Qualifications

 

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education: Graduation from an accredited college or university with major coursework in accounting, finance, economics, business administration, public administration, or related field.

Experience: Three (3) years professional work experience in a retirement system that involved financial, accounting, and/or auditing functions, investment and cash management activities, portfolio management, with at least one (1) year supervisory experience.

Knowledge of:  County Employees' Retirement Law of 1937, laws, regulations, and principles of operations of retirement systems. Modern management theories and practices. Benefits administration and disability process. Data processing principles and applications to coordinate the development of new applications. Actuarial principles and accounting standards related to pension systems. Principles, practices and techniques of office management.

Skill/Ability to:
Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting
beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment
inclusive of computer, keyboard, and all applicable electronic equipment. Plan, coordinate and supervise the subordinate staff. Define problems and develop effective course of action. Prepare and present comprehensive statistical and administrative reports. Establish and maintain effective working relationships with Retirement Board members, department staff, County employees and officials, and the general public. Analyze legislation.

License or Certificate:  Possession of, or the ability to obtain an appropriate, valid California driver's license.

DESIRABLE EMPLOYMENT STANDARDS
Experience:  Experience in a California government retirement system is highly desirable.
